This is a very impressionistic artwork with lots of people, cars, red London buses and splashes of colour for the flowers and leaves of the trees.

Cisz is painting a capture of the past here and you tell this by looking at the design of the cars and the formal dress - I would say it is the 1950s or 1960s.
