Perhaps 'I Don't Have To Be Careful' is a line from Clint Eastwood as Dirty Harry? and if you look closer the full line is: 'I Don't Have To Be Careful, I Have A Gun.’

If I recall correctly, Homer Simpson said this in The Simpsons! More satire on American gun culture by Matt Groening and perhaps here by the artist Keith McBride.
